Jubilee Hills Bye-Election on November 11; Model Code of Conduct Enforced in Hyderabad

The Model Code of Conduct (MCC) has come into effect in Hyderabad district following the Election Commission of India’s announcement of the bye-election to the Jubilee Hills Assembly constituency. The polling will be held on November 11, while counting of votes is scheduled for November 14. The entire election process will be completed by November 16.

The bye-election was necessitated by the death of sitting MLA Maganti Gopinath of the Bharat Rashtra Samithi (BRS) in June. The BRS has named Maganti Sunitha, wife of the late Gopinath, as its candidate. The Congress and BJP are yet to announce their candidates.
Telangana Chief Electoral Officer C. Sudharshan Reddy said that all necessary arrangements are being made to ensure a free, fair, and peaceful election. He added that adequate numbers of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) systems have been tested and deployed for use across all polling stations.
The official election notification will be issued on October 13, and the last date for filing nominations is October 21. Scrutiny of nominations will take place on October 22, and withdrawal of candidature will be allowed until October 24.
Hyderabad District Returning Officer and GHMC Commissioner R.V. Karnan announced that with the poll schedule being released, the Model Code of Conduct is now in effect across the district. He also informed that new voters can register within 10 days from the announcement.
The Election Commission has directed all candidates and political parties to disclose any criminal antecedents through newspapers, television, and digital platforms.
Voters can cast their ballots using their Electoral Photo Identity Card (EPIC) or other approved identity documents such as Aadhaar, driving licence, passport, PAN card, or pension documents. Citizens are encouraged to verify their names in the electoral rolls and participate actively in the democratic process.
According to the final electoral roll published last week, the Jubilee Hills constituency has 3,99,000 registered voters, including 2,07,382 males, 1,91,593 females, and 25 third-gender voters—an increase of 3.49% from the 3,85,287 voters recorded during the 2023 Assembly elections.
Polling will be conducted across 407 polling stations in 139 locations within the constituency.
In the 2023 elections, BRS candidate Maganti Gopinath won a hat-trick victory, defeating Congress’s Mohammed Azharuddin by 16,337 votes. Gopinath secured 80,549 votes, while Azharuddin polled 64,212. BJP’s L. Deepak Reddy finished third with 25,866 votes, and the AIMIM candidate stood fourth with 7,848 votes
